Mek\u00e2n tasavvurunun hem ufki manada hem de \u015fakuli manada feti\u015fistle\u015fti\u011fi g\u00fcn\u00fcm\u00fczde mek\u00e2n \u00fczerine s\u00f6z s\u00f6yleme gayretinde olan, \u015fehir ve b\u00f6lge planc\u0131s\u0131 Muhammed Esad Tiryaki, \u00a0k\u00fcmelenme yakla\u015f\u0131m\u0131 \u00e7er\u00e7evesinde K\u00fcmelenme Yakla\u015f\u0131m\u0131 \u00c7er\u00e7evesinde Mek\u00e2nsal Yo\u011funla\u015fma-Rekabet \u0130li\u015fkisi: \u0130stanbul Merter Tekstil Merkezi \u00d6rne\u011fi ba\u015fl\u0131kl\u0131 y\u00fcksek lisans tezinin sunumunu ger\u00e7ekle\u015ftirdi. Tiryaki, tezin esas amac\u0131n\u0131n Merter tekstil merkezi \u00f6rne\u011fini k\u00fcmelenme, mek\u00e2nsal yo\u011funla\u015fma ve rekabet kavramlar\u0131 \u00e7er\u00e7evesinde incelemek oldu\u011funu s\u00f6yledi.<\/p>\n

Klasik yerle\u015fme teorisinden hareketle geli\u015ftirilen k\u00fcmelenme (clustering) yakla\u015f\u0131m\u0131nda, firmalar\u0131n temel olarak sahip olduklar\u0131 mek\u00e2nsal yak\u0131nl\u0131k nedeniyle elde edecekleri avantajlara g\u00f6nderme yapmaktad\u0131r.\u00a0 K\u00fcmelenme yakla\u015f\u0131m\u0131 ba\u011flam\u0131nda ortak bir tak\u0131m hususlar oldu\u011funu belirten Tiryaki, bunlardan ikisinin mek\u00e2nsal yo\u011funla\u015fma ve rekabet oldu\u011funu ifade etti.<\/p>\n

Yani herhangi bir zaman diliminde herhangi bir mek\u00e2nda mek\u00e2nsal yo\u011funla\u015fma var m\u0131 yok mu sorusuna cevap ararken say\u0131ca yo\u011funla\u015fm\u0131\u015f firmalar\u0131n varl\u0131\u011f\u0131 \u00f6nemli bir husustur. Mek\u00e2nsal yo\u011funla\u015fmada bir tak\u0131m \u00f6l\u00e7ekler oldu\u011funu belirten Tiryaki bunlar\u0131n kent \u00f6l\u00e7e\u011finden b\u00f6lge \u00f6l\u00e7e\u011fine ve daha sonra uluslararas\u0131 \u00f6l\u00e7e\u011fe kadar \u00e7\u0131kabildi\u011fini s\u00f6yledi.<\/p>\n

Tiryaki, rekabet kavram\u0131 i\u00e7in firma, kent, b\u00f6lge ve \u00fclke boyutlar\u0131 ve bunlar\u0131n yans\u0131malar\u0131 olan bir kavram oldu\u011funu ifade etti. Temel olarak rekabeti Adam Smith’in ifade etti\u011fi gibi i\u015fletmeler aras\u0131 sava\u015f olarak alarak tan\u0131mlad\u0131.<\/p>\n

K\u00fcmelenme yakla\u015f\u0131m\u0131n\u0131 rekabet kavram\u0131 ba\u011flam\u0131nda de\u011ferlendirdi\u011fimizde en temel rekabetin firma d\u00fczeyinde oldu\u011funu, firman\u0131n geli\u015fmi\u015flik d\u00fczeyine g\u00f6re rekabet unsurunu belirledi\u011fini ifade eden Tiryaki, literat\u00fcrde planl\u0131 ve organik k\u00fcmelenme olmak \u00fczere iki \u00e7e\u015fit k\u00fcmelenme oldu\u011funu belirtti.<\/p>\n

Planl\u0131 k\u00fcmelenmenin, bir h\u00fck\u00fcmet politikas\u0131 olarak daha \u00f6nceden karar verilerek planl\u0131 bir \u015fekilde olu\u015fturuldu\u011funu buna mukabil organik k\u00fcmelenmenin tamamen firmalar\u0131n kendi kararlar\u0131yla zamanla bir b\u00f6lgede \u00e7o\u011falmalar\u0131 ile olu\u015ftu\u011funu s\u00f6yledi. Organik k\u00fcmelenmeye \u00f6rnek olarak Amerika’daki Silikon vadisini \u00f6rnek g\u00f6sterdi. Daha sonra Silikon vadisi \u00f6rnek al\u0131narak geli\u015ftirilen planl\u0131 k\u00fcmelenmelerin ise yapay olmalar\u0131 itibariyle ba\u015far\u0131s\u0131z olduklar\u0131n\u0131 dile getirdi. Ancak yine de \u00e7ok iyi planlanm\u0131\u015f planl\u0131 k\u00fcmelerin ba\u015far\u0131l\u0131 olabilece\u011fini s\u00f6yledi.<\/p>\n
